Just FYI - I ve parsed publicly available on Philippines sports diving commission site list of accredited dive centers and add some I know personally. Where is definitely not all DC listed here - lack data on Puerto Galera and Subic, but at least ~220 of DC listed. Also links to Google Maps (not always accurate) and Google search

Well I will be diving with Big Blue Divers in Bohol in June. They are also at a nice resort.

The owner was one half of Bohol Divers Club but they split up.

You should be able to do it without taking any domestic flight.
