The circled item "OK" is not there.
I do not have "other devices."
 
If you watch the Device Manager while you un-plug the USB lead, count to 10 and plug it back in.

What device appears?
 
I get "ports(COM & LPT)
USB serial port (COM5)"

and under USB serial bus controlers USB serial converter [just like in your picture]

It looks as the drivers are installed OK

I think it could be that the OceanLog may not look for devices beyond Port 3.

If you right click on "USB serial port (COM5)" and click on properties, click "Port Settings" Tab.
Then click the Advance button.
See if you can change the COM Port Number to COM3.
 
Port setting said that COM Port 3 was in use. I changed it anyway. The computer still cannot find the device.

No problem but I am running out of ideas.

Has the "USB serial port (COM5)" changed to "USB serial port (COM3)"
after a restart and un-plug and plug-in of the lead.
 
It was COM3 before and after a restart and un-plug and replug of the lead

If it now looks like this then it should be OK
