I don't actually know, but perhaps the two dive computers require different drivers for your windows 7 to recognize them as being there. Try going to the oceanic website and redownloading and installing the driver for the veo 1.
I put mine on my inflator hose.. I know it's a stupid place to have a blade however I consider it a backup so it's never used anyway. I was not comfortable with it anyware else.

The cable you speak of sounds like a fiber optic cable. It can not be flooded. Neither can the camera housing or the strobe at the connecting points as their is no hole to let water in due to the cable sending light.
