    I think if the establishment you are frequenting be it a cafe or dive shop charges less than the others in the area they are keeping their costs lower somehow - doesn't take much to conclude in some cases this is by operating under the host country legal radar.

    I don't think it make much difference if they had a video or not - nothing can make the judgment calls by these divers much worse and I am not sure what else a recording of events could tell us - I think we all know how dumb this dive and the subsequent actions were regardless of the finer details

    There really is no choice you have to stay put until all the divers are collected or there is another boat to collect them - what should have happened is the capt should have been banging the ladder like a crazy person to get the divers down back on board.

    I have wondered how much pressure may have been on the staff involved in this incident given the boss was one of the divers. I would expect there would have been little protection extended to a captain or DM who stands up to a dive shop owner and gets fired.
