Try Aqueous Cream as a lubricant on the neck seal, this has two advantage in that is 1. non-petroleum based (AFAIK!) therefore does not degrade the latex & 2. is water-based so does not irritate the skin. Its available from your local pharmacy.
Try lower or raise the mask strap behind your head, this may be a simple solution-it always works for me. If my mask is leaking it is always the fact that I have positioned the strap 'too high' at the rear of my head.

A 12 litre tank is the most commonly used tank in metric(AFAIK), simply multiply the volume by the pressure e.g.
12 litres x 200bar/atm = 1200 litres of air/gas at surface pressure
1 X Litre is a little less than 2 pints
Don't Know were you got 'english units' from but metric is a simpler system from a diving perspective eg:
1kg Atmospheric pressure=1atm=Sea level pressure/0meters,
2atm=10metres(33ft)
3atm=20metres(66ft)
4atm=30metres(99ft)
etc.
