Only thing here, is the air resistance created by the turbine. Ever blow a toy turbine type whistle?
The question im my mind with a Flow-through turbine is wheather or not enough voltage could be produced, by a turbine with a shallow enough vane pitch, without effecting regulator performance...
The turbine that you sugest is in fact an air motor, such as is used in many types of air powered rotery tools. These are however fairly high air consumption tools.
Perhaps, given the new generation of high output/ low power consumption LEDs, a lower consumption motor could be designed, but...
Most likely more trouble than it would be worth, in the "real world", but sure it could be done. With a low demand air motor, coupled to a small generator, perhaps a regulator, some electronics, ect.......Brain Candy ! Rube Goldberg would love it.

I did a bit of research on PLB's, the best source of information that I found was an article on the " Equiped to Survive" web site.
The Mini B, is the only dive rated PLB that I'm aware of, but as you mentioned it operates on the obsolessent 121.5 frequency, for that reason I don't recomend it...
