    Texas does have a pre-application form that is required to be filled out. The application fee according to the price list is $81, and goes directly to PADI. Annual dues are $115.50 standard renewal, $100 online renewal and $94.50 automatic renewal.

    The main problem you'll run into in the dive industry is you will be going against others who are willing to work for free, or in some instances, even pay for the job. As long as others are willing to work for little or nothing, wages will never increase.

    Another thing to think about as I see you mentioned wanting the staff instructor rating is if you have aspirations to Course Director you are limited to having only issued PADI certifications. (pages 49 and 51 General Standards and Procedures)
