Well, I once heard from a dive guide that there are 170 liveaboards operating in the Red Sea. I can't vouch for the accuracy of that number, but there sure are lots and lots and lots of liveaboards here. So with that many boats, a "worldwide average" accident rate will lead to many more incidents.
Define "too cold". Water temperature in mid-September in Krk was 61 F/16 C, which is quite OK in a 7 mm wetsuit or drysuit. Warmer than my dive Saturday in 41 F/5 C water temperatures (Lake Michigan, USA)... I don't know about the water temperatures near Dubrovnik area in mid April, however.

I moved from a Suunto Cobra 3 to a Perdix AI. I love the Perdix! More info on the display, nice and bright display, bluetooth downloads to MacDive with no expensive USB connector required, more flexible now that I am a tec diver... The Perdix is awesome!
I recently got a Perdix AI and I am loving it. Great informative display. No problems with Bluetooth synch with MacDive on my iPhone 6S and MacBook Pro 13" (2016), and of course the logs get synchronized between the iPhone and MacBook via Dropbox.
