I have a Bare TriLam XD Tech. Would put another vote in for it. It is a TOUGH suit and I have had zero problems. Scuba.com is a vendor...but to be honest it took them FOREVER it seemed like to get the suit to me. I would suggest Scubatoys.com. They are GREAT people to work with...they price...
Given your geographical location...I would recommend dry suit. I dove for years in Puget Sound (water temp in the 50's year round) with a 7mm until I finally got a deal on an OS Systems drysuit (this was in the mid 80's). Once I dove dry....I would never consider diving cold water in a wetsuit...
Hmmm 400 to 500? Really? I went to the Turk/Caicos this summer and took the dive gear I needed (including a stainless steel backplate)...which was basically everything except weights and tanks...and it didn't cost me a nickel. You just have to pack wisely and keep your bags under 50 pounds...

Worthington 119's (doubled) + Aluminum backplate + Drysuit with light undergarment = no additional weight needed. I have a DiveRite 50 lb wing and an OMS 60 lb. Both easily have enough lift for the above setups.

I doubled 119's. I am 5-11 and about 220 or thereabouts. I love them! Certainly it probably depends on body type, weight, etc., but I dive them on an aluminum backplate and with a dry suit do not use any additional weight. On a SS backplate a bit negative.

I have a small knife/EMT shears combo on my harness (I think Zeagle is who made it). I don't remember the last time I used the knife. If I had to choose, EMT shears as they can get through wire leader and cut harnesses with more ease than a knife.
