Apparently they did not. Not knowing the exact situation but as a dive team member you think they should be able to realize their gas supply was about expire and should have no problem surfacing from 15 feet even with no air.
I believe the first was empty and the second, evidently had a uncontroled release of O2 so was tossed. Which probably was not a bad idea. As seen here and in recent catastrophic accidents O2 is nothing to F around with.
Was there a diver even involved in this accident?? Haven't heard one thing about the situation that caused all of this. So far the only thing I have heard is about the dive operation and what they did or did not do. Personal responsibiltiy?? Where's the buddy? I have not dove with this...
Sounds to me like a medical problem, heart attack, stroke. Or maybe a dive related problem like A.G.E. or I.P.E. Imersion Pulmanary Edema. But until we get a autopsy report ( that we will most likely not get) we will never know.
Once they hit the water they are no longer passengers. The captain is not responsible if they slice their leg open on a wreck. As well a pilot is not responsible if a parachute doesnt open.
