So it is a special exploding bullet not a typical gun bullet? Does the use of this type of head require any special licensing in the US?

I am presuming that it is used for very big fish also.

The primary purpose is for self defense against an aggressive shark. In Florida they are illegal to harvest fish in state waters; however, they are perfectly legal in Federal waters. Not many people that I know of hunt with a powerhead except for some commercial spearos. People can say what they want, but all commercial catch is reported and once the allotted quota has been met, authorities will shut down the season. The video I linked above is a commercial shooter.

I don't have any desire to hunt with a powerhead as we can't take that many fish so it's kind of pointless and takes the fun out of it; however, I've heard and seen accounts of aggressive sharks being hit with a powerhead and coming right back at the diver. Sometimes, it's poor shot, sometimes there's a misfire. For that reason, I'm trying to figure out how the guy in the video is able to reload so quickly as it seems like it would be an excellent option compared to what I currently carry, a slip on powerhead, which aren't as reliable and you're limited to how many Powerheads you bring with you on a dive. Whereas it appears the guy in the video is limited to how many bullets he has in his pocket.
