Can you please tell me if it is against SSI standards/rules to do the first two OW check out dives before taking the final classroom test?

Can't speak for SSI, but in PADI the final test only has to be completed prior to certification. You could conduct all four OW dives before the student completed the final exam. Would seem plausible that this might be the case for SSI as well.
 
Cut and pasted from the SSI training standards:

Open water scuba training dives 1 and 2 may only be conducted after all academic and pool requirements for Sections 1 through 3 have been met or exceeded.

Open water scuba training dives 3 and 4 may only be conducted after all academic and pool requirements for Sections 4 through 6 have been met or exceeded.
So it's not against standards to do the first two OW dives before the final test. Whether or not it's the best approach for the students is another question.
