That would depend on what you want in a vacation.
My best diving was a liveaboard in the Caymans. The cost prohibits me for doing every year.
My favorite dive vacation is a week at COCO View in Roatan - Very relaxing -adequate diving -very reasonable priced.

Because I have two kids in college who both dive - my resources do not allow for a south pacific trip.
When they are out and gone - my answer above will probably be different!
