These seem to be more swimming and snorkeling related that actual diving. The report mentions that quite clear. I've always felt people who visit coastal areas and snorkeling for fun do it in any kind of conditions, whether it's safe or not despite so much publication on holiday safety etc. Inexperience and over confident.
It is tragic and sad in any way you look at it, I feel for the family left after such a tragedy.
 
At this mornings count One Diver passed away, one snorkeller and two swimmers - from local news it appears two swimmers are locals, one is an Estonian tourist and the diver is a 45 year old local.
