This looks like it will fail quickly in the courts. I can kind of see the state taking possession of historical artifacts that were found in state waters (don't necessarily agree)... taking possession of artifacts that already have a provenance of ownership that are on loan to the state without compensation is basically a big F.U. to private property (if I understood the article). So much for the Republican party of leave the little guy alone small gov't. The Copyright issue really makes no sense at all. That just is about not paying your bills/ theft of services.
