Need to know what are the best diving OP in St-Maarten for small boat and what's diving look like down there..

Personally, I don't dive St. Maarten. The conditions are often rough and there isn't much to see. I choose to spend my time on Orient Beach instead and save my money for diving on other islands in the Caribbean.
 
I have been diving St. Maarten for 4 years and have always gone with Aquamania http://www.diveadventures-sxm.com/ in Simpson Bay. They have a great operation and onsite Nitrox. There are a couple of other dive shops but I am not familiar with them.

As for the diving, I guess it depends on where you have been. I also dive Cozumel so needless to say, Cozumel it isn't. Most of the dives are at ~60 fsw with good bottom times. The reefs there are avg and there are a couple of nice wrecks.

To consider, you will be in sight of Saba which has some of the best diving anywhere. You may want to consider taking a day and going over there.
