And another who doesn't :IANAL, and especially not a French one, but as far as I remember:
Diving in a structured environment was regulated (commercial, club, teaching, anywhere where an officialy 'expert' diver is leading others) - it matches the video as the cop is checking a group of students and an instructor.
In a non structured environment (group of friends), divers are free to do as they want - including rent tanks and kill themselves, with or without a certification, although one could be prosecuted for 'putting others in danger' in some circumstances. Typically, that would be an experienced diver leading beginners in a 'trust me dive' way beyond their limits.
All that said....?!!! (not that I wouldn't take the job if it was that or traffic control)
