Try this park. This is the park that I took my kids when we first moved to the Keys and ever since that day, I cant keep them out of the water.

On the boat ramp to the right as you enter the water , all around the rocks you will find loads of fish. If you swim towards the brigde you will see plenty of live along the submerged wall. When i was last there i saw 20-30 large snooke.
Its not mindblowing but plenty to amaze children snorkeling and is safe , not a bad introduction.
