FWIW, the Cayman Islands Department of Environment posted its report on one of those prior incidents - the damage from the anchor of the Carnival Magic. Read their report here: http://www.doe.ky/wp-content/uploads/2015/03/Carnival-Magic-Anchor-Damage-Report-Public.pdf

Significant quotes:

"Bodden Shipping agent <name redacted>, confirmed the ship had requested an alternative anchorage to the one assigned by the Port Authority due to prevailing weather conditions and that the Port Pilot, provided by Bodden Shipping,
had attempted to anchor the ship in a ‘sand patch’ south of Anchorage Number 4 to accommodate this request.

"The Carnival Magic was anchored outside the designated ‘Port Anchorage Area'."

Maybe it works differently there than elsewhere, but usually the pilot contractor is specified by the port. So while it is the shipping company's choice whether to request a pilot or to hire them, they don't get to choose who that contractor is...the port does. If that is the case here, it truly does make a tangled web of responsibility.

Not quite.

Port Security assigns ships to anchorages, which are zones. Port Security does not, and did not, provide specific GPS coordinates of where to drop an anchor.

Tatoosh had been given 2 specific GPS co-ordinated with a "prefernence for using the first one" not a box. Was then told to "ensure its white sand underneath"

WOW! Uh did it occur to the boat captain to maybe question the location he was in? He is blaming the port authority, so question back to ensure you have the correct location. I would be reasonably sure he had bottom maps and probably sonar data showing he was close enough to the reef that the line would do damage to the reef. Dont use this phrase very often but MORON!

I replied to your sting of earlier posts referencing the "2 prior incidents". Those prior incidents are both with cruise ships, which are assigned to anchorages or assigned to hold position by engine power.

The report on the Magic incident which I linked to has a diagram of Anchorage Position #4, the boundaries of which are detailed in law. Readers should note that each of the four cruise ship anchorages are quite large.

Nonetheless, any other ship being given GPS coordinates by Port Security does not relieve the captain of that vessel from complying with the law to not damage coral by any means.

Ouch. If money could replace the reef, I'm sure he would. Too bad it can't.

DOE has said that it is highly unlikely that his boat caused the damage.

...as they drove away in their new DOE-branded Porsche Cayennes from an anonymous donor...
