Actually there are GFI type requirements for new installations on docks. Look up NFPA 303 if you want all the details. I haven't read it in a while.

They use a different term for GFI in there, I think it was RTD or something like that. I vaguely recall that it applied to commercial docks, club owned docks, & businesses. I think that private homes may not have been required to comply in some instances. I think that there was some grandfathering of old systems. All of this is just off the top of my head. As I said, it's been a while since I've read it.
