Because no-one has asked for it. I believe you need 10 'charter' members. i.e. 10 people who want the club and are prepared to ask for it. If you have that number then I would approach NetDoc about it. If you DO have that many potential members you can also PM me and I'll ask for you!
A good idea would be to post your request here: Suggestions.
That way, other Russian members can easily support your request by posting there.
The number of messages is also influential. If there are several dozen messages each day regarding Russian divers, your chances are a lot better than if there are only a few messages each month.
But the truth is also that there are very vew Russian members of the board. and none of them really active.
So even if such forum would exist would be generally dead....
But when the number of Russians will increase as well as their activity we can think about it.

I found only one dive shop in Moscow, and I sure tried looking around. It was on Arabatskaya Street which features a lot of upscale flea-market/sidewalk vendors, upscale shops, some sporting goods shops (replete with $850 Mossberg 500 12 guages... $200 at MallWart) and a MCDonalds... and there.... on a folding teepee sign, it said:
S<v3^ or something that looked like "SCUBA" anyway. There was a Dacor Logo.
