Sounds like a solo shore dive. From Scuba diver dies in Victoria
A 47-year-old man has died while scuba diving off a beach on Victoria's Mornington Peninsula.

Police said the man was diving alone off Royal Beach in Mornington when his partner saw him in the water about 10.45am (AEDT).
She and a passerby dragged him to the shore and conducted CPR until paramedics arrived.However the man, from nearby Tyabb, died at the scene.The cause of the man's death is not known.
