Is the Halcyon Explorer #55 enough lift for Double E8 130's and one deco Al 80

Yes. Assuming a standard equipment configuration.

It is enough lift not only for that, but for double 104s, and multiple AL 80s and 40s.
 
Do a little bit of math and you can come to your own conclusion....

Double 130s, full, are about -24 lbs
Al80, full, -4 lbs
SS Backplate, -6 lbs
Assorted miscellaneous gear (lights, reels, etc), -5 lbs


that's -39 lbs...since you will be in a drysuit, you probably need close to 20 lbs (or more) just to sink *you*, so that leaves basically 20 lbs that the wing has to support at the most.

So, 55 lbs is plenty :)
