Start with http://weather.gov for NOAA's National Weather Service.
Click on the 3rd link NOAA CONDUCTS AERIAL SURVEY OF REGIONS RAVAGED BY HURRICANE KATRINA
You will get a few photos and links to those areas but if you go to the bottom of the page and click on NOAA Aerial Images of USA Gulf Coast Impacted by Hurricane Katrina you'll see a thumbnail map of the area.
Click on that map to get to the Aerial Index
Now you can click on any of those boxes to see another map with further indexes of the specific areas. So if you need to see a specific house or building, you can.
