doing some research it appears that ow cert.instruction is almost a "private lesson" affair in the keys-which I assume is good. what are some other factors in assessing the quality of an instruction program? have any of the listers had experience with instruction by the dive centers in the keys?

Tilden's Dive Center at Hawk's Cay (Duck Key mm 61). Ask for Wendy. She is the best instructor that I've encountered. I certified elsewhere but have observed on numerous occasions and always learn something new by listening. Also not bad on the eyes.

Hey just my 2-cents,lots of great dive centers in florida, but do your class and pool at home, yep it will cost you the same to finish your open water but,,,, your not rushed!
One bad side of the Keys v.s. the springs up north like Devils Den,Blue Grotto,Hall watts 40 fathoms is you can do your check out dive s any weather, seen lots of folks miss a dive due to bad weather with Florida ocean dives, plan extra time in or check out the tons of springs for a FOR SURE DIVE /Class
