Can you use video camera lights instead of a strobe for taking pictures, and what are the disadvantages to it (my new camera does good video as well as still pictures, so I'm trying to work out if I can avoid paying out for a strobe quite yet)

I'm no expert, but I used video lights on a couple of dives to test it out. The advantages are you have two lights instead of one, you can see exactly what you will be shooting and camera can focus, and no hot spot (like a dive light). The disadvantages are it's heavy, the light is not as intense as a strobe, and you're more limited in time (unless you keep switching the lights on and off).
