Is that one of those do hickeys that tells you how much gas you have in the tank without screwing around with all the screwing around?

I'm just guessing a fitting for filling yoke valve type tanks, maybe air actuated clamping involved?
Does it drain tanks quickly by converting the loud hissing noises into 80s music?

It is a pneumatic filler... it works with DIN valves as well as yoke.
Just place it over the tank valve, slide the bolt forward and open the valve.
Air pressure holds the bolt forward and the o-ring at the end seals it.
When fill is complete, close valves, open bleeder, slide bolt back and your done.
