It's a tank filler isn't it?
 
I'm just guessing a fitting for filling yoke valve type tanks, maybe air actuated clamping involved?
 
It is a pneumatic filler... it works with DIN valves as well as yoke.

Just place it over the tank valve, slide the bolt forward and open the valve.
Air pressure holds the bolt forward and the o-ring at the end seals it.
When fill is complete, close valves, open bleeder, slide bolt back and your done.
