I'm not sure I understand your question. Can you elaborate or give me an example of what you mean?

I voted no - because it would mean everybody would train to the lowest common denominator.

I'd rather look around agencies and find which one suited what I wanted and pay the money.

Sort of an odd question, as the Recreational Scuba Training Council (RSTC) standards are common across the board for open water training, leaving only minor additions to be "compared." In cave diving at least, everyone uses what is essentially a carbon copy of the NSS/CDS criteria.
Your question implies a lack of consistency; the minor differences I see, especially in the recreational training levels, I would characterize more as "flavors" of the same thing rather than "inconsistency." Could you offer some specifics?

yes.

I would hate to be part of the group that decides which tecniques and dive planning to use.

Although divers continue to have accidents that are pretty much the same as before...I wonder when we'll start to see changes in mainstream diving that are directly linked to them.
