There's a guy who has been doing this on South Beach in Miami Beach for some years now. He just collects donations and has his site manned and lit by candles at night 24-hours a day - he's just known as "The Sand Castle Guy". People have actually flown him to build sand castles in Switzerland for a party. I don't think it's just one guy either - just going by "The Sand Castle Man" is a pretty good cover of anonymity.
During peak season, his totally tax-free cash flow is stunning. He has probably earned more than enough to buy the old Versace mansion just across the street on Ocean Drive.
