I suggest that you get in touch with the Nervous Wrecks dive club out of Sydney (http://www.geocities.com/cbdive1/wrecks.html), they can provide detailed advice on local dive spots.

The best dive spot I've seen is at Grand Narrows, which is a sunken barge below a train bridge. There is another dive spot at New Campbellton which has about a dozen reef balls used to attract marine life. Other diving would be at Louisbourg Harbour or Scatarie Island, but you'll need to make arrangements for a boat (and a guide for Louisbourg Harbour as it is a protected site).
