To dive Lobos you must have a Pt. Lobos reservation. Under normal circumstances,
divers must come through the gate, BUT if you jump through a bunch of hoops well
in advance, you can come in by boat. IIRC, the hoops involve faxing copies of C-cards
and such, and checking in by cell phone when you get there. When you make your
reservation tell them what you want to do in the comments box, and Debbie will work
with you.

Pt. Lobos, other than Whaler's and most of Bluefish Cove, is closed to diving.

Monterey Harbor is closed to diving without the permission of the Harbormaster.
The Del Monte Beach side Wharf II also requires the permission of the Harbormaster,
and the require a surface spotter to keep the fisherrmen at bay.
