I am doing more research on setting up my underwater rig. I have done the reading here and on wetpixel and here's what I plan to do.

Canon S70 (already have)
Canon WP-DC40 (already have)
Heinrich's digital adapter for S&S.
Sea & Sea YS-60 TTL/S

Will this setup work? Theoretically it should - it's almost like the S-TTL on the inon strobes. I won't have too much manual control - there are only two levels on the strobe, four if you use the diffuser. However I can get the strobe, sync cord, and arms for less than $300 (YS60 on close out = cheap!). If I upgrade to the YS-90 or Inon it will be at least twice that.
