Lived in Dubai a couple of years back and these are the operators I used;

Scuba Dubai
http://www.scuba-dubai.com/
Operate on the east coast and can also help you with dive trips to Musandam (the Hormuz Strait)

Al Boom Diving
http://www.alboommarine.com/
They operate on both coasts and can also help with Musandam trips. If you stay in Dubai, they have transfer services to their dive center on the west coast (Khor Fakkan)

Scuba Arabia
They operate out of DIMC (Dubai's International Marine Club) next to the Meridien hotel. No URL, only an e-mail (though it may be too old).

They also operate in Ajman (a lesser known Emirate)

Hi there

Diving in the UAE is great the westcoast (Dubai) is great for wrecks and deep diving. The eastcoast (Fujairah) has the best diving from reefs to the largest marine life, and some interesting wrecks. visiblity is excellent.
