Depends on your desire/ability to do some legwork. If you take it directly to the hydro facility, you can save some serious $$ over paying the dive shop to transport the cylinder.

Yes, they stamp the cylinder. Doubtful that your friend has the specialized equipment to hydrostatically test a cylinder.
