Best is a matter of opinion, but the best BC I've seen is the Scubapro Classic Sport.

Just find whichever one is the most expensive and has the most stuff-oops I mean "features"- on it. That one must be the best.

wow. what a can of worms. what type of diving are you looking at doing?
$1000 for a BCD? Holy crap, I can't imagine spending that much on a BCD. I think I got my first BCD (SP Knighthawk), SP regs, SPG, and a dive computer for $1200.
Ummm, there will be a HUGE divergence in answers, but I guess my opinion is really any BP/W can be had for less than $1000 so that's my pick.
