If I live in Georgia what are the rules and regs for spearfishing at ClarkHill.

Why is it legal to take a lot of catfish with a limb hook or trot line or jug in Georgia but you can not take one fish with a pole spear?
 
I was thinking of trying this again weekend but I have a SC fishing license. Hopefully I can be at the dam this weekend some time. The way I was told, Many years ago some fisherman wanted catfish put on the gamefish list, and you can't shoot game fish with a spear or bow. If you are desperate try a carp or gar, or better yet get a SC out-of-state License.
