Alright I'd like to go somewhere tropical september 13-17.
So far I've pieced together a trip including air/hotel/car and 3 2-tank boat dives for two people for $1500.
I'd like to stay at/under $1500 for everything - food. Does anyone else recommend anywhere else or know of a better deal? I was thinking about cozumel but I couldn't find anything near $1500 for 2 people.

Your best bet is likely the Keys, likely can do it all for $1500 if you keep the food and room on the cheap side.

Cozumel is the cheapest place to go in the Caribbean area. You probably can't beat that price. South Florida (Palm Beach, Boynton Beach, Boca Raton) might be as cheap. Fla Keys is a good bet, too.
I would look for some deals here: Caribbean Dive Island Vacations at Bay Adventures (http://www.bayadventures.com) and Caradonna Dive Adventures - Dive Travel and Vacations (http://www.caradonna.com) especially since you are doing a short-notice trip. Those people can give you all the info and where to get best for the $$$.

Are you looking only at AI packages or is the airfare the majority of the expense? Many Cozumel in-town hotels on or near the waterfront are under $100 a night for the room and restaurant meals there are very reasonable. (Vista del Mar, Villas Las Anclas, Casa Mexicana -- may be a bit over $100, Mi Casa en Cozumel, Palapas Amaranto, Hotel Flamingo, Safari Inn, Hacienda San Miguel, Suites Bahia and many others.) If you get a room with a fridge, you can stash cold drinks and snacks. Diving runs $60-80 for two tanks. Also look for close-but-not-in-town places like Hotel Cozumel, Caribe Blu and Villa Blanca to the south, Hotel Fontan and Coral Princess to the north.

There's one more place I forgot to list - the first lodging north of town with direct waterfront (15 minute walk to town/$3 cab fare) - Condumel 1-br. condotel. Rooms are open plan bedroom, living room, and kitchen.

What is your experience level, and would you consider a liveaboard boat trip? $1500 is really pushing it for pricing, but if you could go up a bit to $2,000 even it really opens up options ($699 per person 5 day package deals, plus airfare), etc., it is prime hurricane season, so rates are low this time of year.
