Nevermind! I think I just read the description wrong... dual tank bands... 2 bands per tank, perhaps? I'll find out when it arrives on Thursday. =)
 
As standard set up its with Duel Bands for a single tank as you rightly assumed.

Some folk I know have modified the BC with Aluminium or S/STEEL back plates to accept a duel tank set up, but its not standard shipped from the manufacturer set up for two tanks.
