balai sa anilao or dive solana would probably fit your requirement. both with easy shore dives right up front.
training ground for 10 year olds... I did my skills in Caban Cove - no current there and nice flat grainy ground at 15ft to do skills evaluation. Once that was over with, our instructor took us out of the cove and around to where the reefs were.
Cathedral has a current most of the time but that's where a lot of instructors take their students. Twin Rocks is another place where instructors take their students - I've noticed that the fish there expect a treat now.

That caters to kids...hmm...jonix has a couple of kids, so I'd back him up on Balai and Solana. 
Eagle Point resort is good for non-divers and is family oriented.
