My scuba center uses a local high school pool. I would imagine that any local college would have a pool also, and most high schools too! Try a tennis club or workout facility-the ones around here all have pools.

I'm not an instructor( in fact, I've only recently gotten my OW cert.) but, I'll throw out some ideas(that you may or may not have thought of) anyways. You might try calling all the city pools in the area and see if they will work out a deal with you. Also, check out any universities. They sometimes have pools for their P.E. curriculum. Also, check with any larger and newer high schools. Some of the more recently built high schools (at least in the DFW area) have pools for their P.E. courses and swimming and diving teams. Heck, my scuba instructor teaches the pool portion of the course in his back yard swimming pool. It is 9' deep and fairly sizable. Enough to get the pool dives taken care of anyways. This may not be of any use to you, but I hope it helps.

Check with a local YMCA. Several instructors in my area use them in different towns in the area.
 
I was certified on St. Thomas with a dive shop (Chris Sawyer--they were great!) and they used a hotel pool. Do not know whether any of the Phoenix resorts are that desperate for "business". They will make you share revenues or pay for the time,I am sure.

But it might be a nice revenue enhancement....

The same thing happened to me for my classes. Went to all the local high schools they were willing to rent the pool at $100.oo per hour. Finally ended up with a adult educetion program at one of the local school with the pool for free. It took one year to get this program going. do not give up, keep trying
 
I am a specialist for a sizeable health dept and one of the things I do is check public swimming pools for proper chemistry. Do any of you ever check the pools you are working in or do you trust the pool operator to have the pH and chlorine levels right for safe swimming.

You may even be able to entice universities to let you use their pool by offering classes to their students for college credit. Some universities accept the OW course as P.E. credits. It might end up widening their P.E. department and curriculum, making their program,if not their school, more popular and get you a steady stream of students each and every semester in the deal.... just a thought...
