Greetings from a Northeast wreck diver who visits you as often as time and $$$ allow.
So sorry to read today of this terrible accident. Surfacing has always been the most uneasy moment of my near shore dives, even with a flag. I am encouraged that the diver seems of such stout heart and strong spirit, and of course extend best wishes for what will undoubtedly be a difficult recovery both for him and those close to him.

My local dive club here in NY, Oceanblue Divers, had a thread on our message forum about the use of dive flags that included some good comprehensive information. I will post there about this incident and your efforts. The link to that discussion:

Besides the Chris Whitten site, which I see others have linked to, there is a summary of laws and links by Tom Holtey here:

Another very good article by Barry Shister, both informative and funny, appeared a few years back in Dive Training magazine: <http://www.dtmag.com/Stories/Dive%20Skills/07-03-Feature.htm>

I will post separately about NY dive flag regulations as I understand them.

Dive safe... and stay wet! Avra
