Hi,
As a relative newbie, could anyone out there tell me about the evolution of SCUBA dive training from when it started to the 4 day course now (for some agencies). I'm very interested to understand how it became more accessible and also under what auspices and legal frameworks different agencies were able to get their badges.

History

There are no auspices for agencies, the basic legal framework is a corporation (thus ducking personal legal liability).

Badges, nobody needs no stinkin' badges. Really ... go start an agency, no one will stop you.
