Yes, there is a twist collar. Black knurled sleeve, give it a twist.

Hmmm, he's been gone for quite awhile. I hope he didn't resort to a slegdehammer. 
It might be a push button on the side of the connection between the yoke and gauge but you'd probably spot that on your own.

The collars on mine are not black, they are chrome plated just like the rest of it.

hehehehe I am waiting for my order for a IP checker gauge to adjust my new reg set.... very relieving to see such experience !!!
There should be some sort of knob, or perhaps a tiny push button that bleeds off pressure. Look for any type of protrusion on the assembly, or if you can't figure it out try posting pics if possible.
