Oxycheq calls it a roll control device (though they can't spell it, they actually call it role control!) so correct, you don't need an STA for this wing (this is what I currently dive/use).
an STA may be useful for other wings though so a free STA may not be a bad thing.

Yes, you don't technically need the STA. But, I would use one anyway for added tank control and better weight distribution. It has 30 pounds of lift.
