Hot Wave wetsuits in Phuket, Thailand had a bunch of hoods like that, as well--they custom make wetsuits, so it looked like they would make any hoods--had some Nemo ones that were pretty cool. Not so local for you, though

These aren't actually intended for diving, though. I think they'd be more trouble than they're worth.
