If you go a few miles south to Islamorada you can get a lobster trip with Conch Republic Divers. I wasn't sure if you were just narrowing your search to Key Largo or the general region.

none in key largo. huge MPA (marine protected areas)I dive almost everyweekend in key largo with different charters . never have I seen any hunting in any comercial dive boat. but I could be wrong. there are plenty of boats around miami , fort lauderdale area.

they would have to go specifically outside the park reefs to hunt.
