Q: Does PADI recognize NAUI OW for someone wanting to enroll in a PADI

Yes they do.
 
Thal is of course correct. The specific wording from the instructor manual is

To participate … an individual must … have a qualifying certification from another training organization. (This is defined as proof of an entry level scuba certification with a minimum of four open water training dives.)

NAUI certainly qualifies as do most scuba certifying agencies.
