The Scuba equipment list is pretty interesting as to what constitutes scuba gear - (Would be a pretty short dive.)
The "Parachute" policy is interesting as well...

I read that a bit differently. It says "includes." That does not automatically exclude anything else.
The parachute clause is kinda funny, but I wouldn't expect they'd let you wear that any more than they'd let you wear a backpack while buckled into your seat...

Maybe trying to avoid causing panic by other passengers? Or maybe averting the next DB Cooper wannabe?

I guess they want you to use a belt (already in your luggage) to secure the tank to your upper chest in a manner that makes it possible to "crack" the valve when you need to take a "hit" of air..
