Hello,
I am going to be in the Chicago area for buisness August 3rd to 6th. I see there are some good wreck dives in this area. I was wanting some input of dive boats and wrecks. I would only be able to go after 4 pm and I am working on my Advanced but will not have it completed by then so I will be limited to 60'. thanks in advance for all input.

A lot of divers go with this operation: Captain Dales Inc. (http://www.captaindales.com/index.htm)
The term "Chicago" covers a lot of ground, but he does pull out of Waukegan among other ports.

Captain Dales Inc. as RoatanMan stated.
Windy City Diving out of Burnham Harbor which is downtown
Windy City Diving: Home for Chicago Scuba and Lake Michigan Wreck Diving (http://www.windycitydiving.net)
Being at the southern end of the lake, some of the wreck are much shallower for your 60' limit.
N'Pursuit out of NW Indiana
I have never dove with them, but they have received rave reviews from my friends.

You're going to have trouble finding a boat after 4pm... Most morning charters leave at 8am and afternoon ones leave between 12-1.

During the summer i think Windy City does night dives on Wednesday nights to coincide with the fireworks downtown. I've not done the night dive yet but i've dove with WCD on weekend morning.
... and to answer your question, yes, there are some pretty cool wrecks close to downtown. The 'Straights of Mackinaw' (the ship, not the body of water) and the Wells-Burt are my favorites. They also recently sunk 'The Buccaneer' which is a new artifical reef. I'm not sure where they go at night.
