Do you folks think that it would be a good idea (from a training point of view) for all agencies to have a practial/in water exam/evaluation done by a seperate examiner (instructor other than the one teaching the coursre) for OW courses. This is how a lot of certyfying/groups agencies work for other types of courses (ie. First aid, lifeguarding, martial art etc.. ), depending where you live, and seems to maintain higher standards. What do you think...

it would be feasible in the diving industry. For flying there is only one certifying agency the FAA. Martial arts certification is done through several different agencies depending on style or form of martial art being taught but I would bet that there are differences between each agency that teaches Tae Kwon Do. Also people are willing to spend years learning to master martial arts. With diving its hard to get people to commit to much more than 4 to 6 four hour sessions to learn all they want to know about diving.
